Gonzalo Ordóñez-Matamoros (male) is Professor of Policy Analysis and Design Methods and of Knowledge and Innovation Management and Governance at the Faculty of Finance, Government and International Relations of the Universidad Externado de Colombia in Bogotá. He is Director of the Research and Special Projects Centre (CIPE) at Externado University and Assistant Professor of Policy Analysis, and co-director of the International UT and Chinese Courses on Research Evaluation of the STePS Department at the School of Behavioural, Management and Social Sciences at the University of Twente, The Netherlands. He holds a PhD in Public Policy from the Georgia Institute of Technology and the Georgia State University (USA), an Ms in International Economic Law from the Université de Nanterre -Paris X (France), an Ms in International Economics and Economic Development from the Université Paris I-Panthéon-Sorbonne (France), and an Bs in Finance and International Relations at the Universidad Externado de Colombia. He was (i.a.) Executive Director of the Colombian Observatory of Science and Technology and consultant to the Inter-American Development Bank, the World Bank and the European Commission. He has conducted research, ex-post evaluation and foresight studies of knowledge, science, technology and innovation policies and programmes focusing on emerging economies.
